You know the position of Gimson, the olonial moqretary in Hong Kong and the signals that were sent to Pear dmiral Harcourt about him, and the Admiral's references to him in recent signals to you.
Considering that ho arrived in liong Kong on the day before war started there on promotion to bo Colonial Secretary, and has been in the hands of the Jajs since Christmas Day 19:1, ho has shown admirable initiative in taking up the cudgels until Pear diral Harcourt assumod the military administration. cimpon cannot bo in a particularly robust state of health and should obviously be sont home for a rost as soon as possible. It may be that Admiral Harcourt would winh te koop him in Hong Kong until rigadier Mobougall and hid Civil Affairs Staff arrivo - it is for Airal Tarcourt to decide on that point, having regard to Câmson'n ctato of health. Subject to his freedom of discretion in that rospect we should be grateful if you could sond Admiral Harcourt a signal to say that the Begrotary of State for the Colonios vould be grateful if Cinson could come to the United ingdon for leave and consultation with him as soon as ho can be relieved of his present duties in Hong Kong.
Vo feel that a signal of this sort is necessary because personal knowledge of cimson is such as to lead us to believe that he would not be inclined to leave Hong Kong, whatever his condition, unless he had specific
